Description: The Grand Jury calls Friant and Shepherd Fresno’s most dangerous intersection. Should the city make fixing dangerous intersections a top transportation priority?  Nelson Esparza wants Fresno voters to decide three significant issues this November: how to replace lost transportation-tax revenue, whether to limit city spending on Southeast Development Area infrastructure, and whether to tighten city charter rules on term limits and officials returning to office. The measures now head to the Fresno City Council for consideration.  The Fresno County Civil Grand Jury found serious weaknesses in Fresno Unified's personnel management, including outdated job descriptions and a strikingly low employee-evaluation rate—possibly as low as 12% over the past decade.
